展开全部不是滨海市，是滨海县。截至2019年，滨海县是属于江苏省的。滨海县位于江苏省盐城市东北部,在北纬33°43′～34°23′与东经119°37′～120°20′之间。东临黄海,南依射阳河、苏北灌溉总渠与射阳县交界,西与涟水县毗邻,西南与阜宁县相连,北隔废黄河、中山河与响水县相望。滨海县处于国家“一带一路”和长江经济带交汇点、淮河生态经济带和江苏沿海开发等国家战略交汇叠加区域,是淮河流域的出海门户,江苏沿海大开发的主阵地,是1988年国务院确定的首批沿海开放县之一。扩展资料：滨海县的建制沿革在西汉末年，滨海县境西部就有人居住，从事渔樵和狩猎。时隶徐州刺史部临淮郡淮浦县。隋唐时期属楚州山阳县，称海边新增之地。南宋嘉定七年（1214）著名盐场天赐场已经建成，场区地跨黄河南北岸，纵横15公里左右，是时，为两淮和海州地区最大的盐场。清康熙三十八年（1699），钦定建苇荡营，县境内大部分地区隶苇荡右营。清雍正九年（1731）建阜宁县，县境为阜宁县东北境。民国29年（1940）10月，黄克诚率部解放盐阜地区并划建东北行署。翌年9月，中共中央华中局决定以东北行署辖区建阜东县，隶盐阜行政公暑。1949年11月，阜东（即现滨海县范围）、滨海（即现响水县范围）两县合并，以滨海县命名，隶盐城专员公署。1966年3月，滨海县划分为滨海、响水两县，废黄河、中山河以南地区仍称滨海县，属盐城专区。1983年盐城实行市管县，滨海县隶盐城市。参考资料来源：滨海县人民政府—走进滨海
