塔城地区概况 一、地理位置 塔城地区位于新疆维吾尔自治区西北部，地理坐标东经82°16′--87°21′，北纬43°25 ′--47°15′,横跨准噶尔盆地西北地带及准噶尔西部山区，东西宽394公里，南北纵向长423公里。沙湾县距自治区首府乌鲁木齐市最近，为186公里，塔城市距乌鲁木齐市最远，为637公里，北部塔城市巴克图口岸与独联体相连，与127国道在104公里处相接，南部的乌苏、沙湾两县(市)处于欧亚大陆桥和312国道的交汇处，交通方便，经济发达。 塔城地区是一个边境地区，所属的五县二市中有四县-市属边境县(市)。边境线长达546公里，西北与哈萨克斯坦接壤，东北与阿勒泰地区相连，东隔玛纳斯河与昌吉州相望，南以依连哈比尔尕山分水岭为界；西与博尔塔拉蒙古自治州毗邻。 塔城地区有塔城盆地及部分准噶尔盆地南缘的万顷良田，土地平整、肥沃，是自治区的粮、棉、油、糖基地。又有广阔的平原及山地牧草资源，加之悠久的放牧经验，又是自治区的畜牧业肉食基地。随着北疆铁路通车及欧亚大陆桥的开通，边境口岸的开放，塔城地区已成为对外贸易的一个窗口。 二、行政区划 塔城地区辖塔城市、额敏县、裕民县、托里县、乌苏市、沙湾县、和布克赛尔蒙古自治县。区内还有新疆生产建设兵团农七、八、九、十师所属的36个农垦团场。油城克拉玛依处在地区境内中央腹地。目前建有39个乡、27个镇，8个街道办事处。辖区总面积104546．958平方公里，占自治区总面积的6．12％。 三、民族及人口状况 塔城地区是哈萨克、汉、维吾尔、蒙古、回、柯尔克孜、达斡 尔、锡伯、俄罗斯等29个民族聚居的地区，千人以上的少数民族有9个。全区总人口92.4万人，其中：地方总人口85．5万人，少数民族人口38．5万人，占地方总人口的45.2％：农村人口45.79万人，占地方总人口的53．6％。 四、水土光热资源丰富，发展农牧业的条件得天独厚。 塔城地区幅员辽阔，物产丰富，宜农宜牧，素有新疆的“粮仓、油库、肉库”之称。经过近50年的开发建设，塔城地区已发展成为自治区主要的粮、油、甜菜、新疆细毛羊、塔城褐牛生产基地。全地区人均占有粮食为自治区的第一位。人均占有牲畜、油料为自治区的第二位，沙湾县、乌苏市被确定为国家级棉花基地县，塔城市、额敏县、乌苏市、沙湾县被确定为自治区粮食基地县(市)。 全地区拥有可耕地1200余万亩，其中一、二级土地占64．28％。现有耕地480万余亩，林地23.5万公顷，全地区农村人口人均占有耕地10.5亩。境内有大小河流近百条，年径流量和可采地下水资源总量67.05亿立方米，地方可利用37．25亿立方米。 在新疆这个典型的 干旱半干旱大陆性气候区域内，塔城盆地则雨量比较充沛，年平均降水量200-400毫米，山区高达600毫米，地方性小区气候比较明显。全区无霜期一般为150-180天，日照时数年均2801--2975小时，年平均气温5-7℃，极有利于作物生长。 主要农作物有：大麦、小麦、玉米、水稻、甜菜、棉花、豌豆、黄豆、胡麻、油菜、葵花、红花、啤酒花、打瓜等。瓜果主要有苹果、葡萄、杏子、桃子、西瓜、哈密瓜等。畜牧业具有品种好、基数大、草料充余的特点，发展前景十分广阔。全区拥有宜牧草场8981万亩，天然打草场103万亩，畜均占有拥有宜牧草场27亩，草场理论载畜量达521．37万标准羊单位。 牲畜种类主要有绵羊、山羊、牛、马、骆驼、猪等，其中新疆细毛羊和裕民巴什拜大尾羊闻名全国。 野生植物主要有：贝母、甘草、党参、雪莲、巴旦杏、芦苇、麻黄、草莓、蔷薇、阿魏、虫草、发菜等。全国唯一的野生巴旦杏自然保护区位于裕民县境内，面积约1．5万亩。野生动物主要有：鹿、黄羊、羚羊、野猪、狗熊、狐狸、狼、旱獭、野兔、雪鸡、水鸭、灰鹤、 大雕等。 五、地缘人文优势突出，旅游资源丰富。 第二座亚欧大陆桥陇海--兰新铁路，与312国道平行横穿我区乌苏、沙湾两县(市)，铁路通过阿拉山口与独联体土西铁路相接，直达欧洲各国。塔城市、额敏县、托里县、裕民县、和布克赛尔蒙古自治县均靠边境线，塔城市毗邻的哈萨克斯坦几个州，交通便利，重工业基础好，具有良好的通商条件。距巴克图口岸56公里处是哈国的马坎赤区；120公里处是哈国乌尔加尔区，该区有机场可直航独联体各国：264公里处是哈国重镇塞米巴拉金斯克市。距巴克图口岸较近的还有与哈国相邻的俄罗斯重要经济区一一新西伯利亚的三个州。塔城市是新疆主要的 边境口岸城市， 巴克图口岸已有200多年的通商历史，距塔城市中心区仅17公里，是新疆离城市最近的口岸。
