上期所发布套利交易管理办法

　　中证网讯 为加强市场制度建设，提高市场运行效率，促进期货市场功能发挥，10月22日，上期所向市场发布了《上海期货交易所套利交易管理办法》（以下简称《办法》）。《办法》已经上期所第二届理事会第三十二次会议审议通过，将于12月2日起施行。
&&& 据了解，此次上期所发布的《办法》满足了客户（特别是商业银行、投资公司和特殊单位客户等）不同投资策略的实际需求，且在套利交易头寸的审批上更具灵活性，客户申请获得的一般月份套利交易头寸一直有效，无需重新申请。
&&& 《办法》引入了非套期保值的概念，将套利交易和投机交易合并归为非套期保值交易，与套期保值交易相对应。《办法》规定非套期保值交易头寸按照各期货合约在不同时期的限仓比例和持仓限额规定执行，非期货公司会员或者客户可以通过申请套利交易头寸来扩大其非套期保值交易头寸。
&&& 《办法》对套利交易头寸的申请和审批进行了规定。为方便客户申请套利交易头寸，按照“宽进严监管”的原则，非期货公司会员或者客户按照品种申请一般月份套利交易头寸，获批的一般月份套利交易头寸对该申请品种一直有效。对于临近交割月份套利交易头寸的申请，考虑到套利交易的本质以及商品期货临近交割月份实物交割的风险，非期货公司或者客户须按照合约进行申请。此外，《办法》还对套利交易头寸的使用进行了规定，同一客户在不同会员处非套期保值持仓的合计数，不得超过期货合约在不同时期的限仓比例或者持仓限额规定加上套利交易头寸之总和。
&&& 业内人士认为，套利交易已被众多投资者广泛使用，目前市场需求强烈。永安期货表示，上期所推出套利制度不仅有利于培育扩大机构投资者队伍，还有利于满足特殊单位客户的持仓需求。浦发银行认为，套利制度的推出有助于商业银行更好地开展期货业务，使其更有效地实践各种投资策略。
上期所相关负责人表示，《办法》公布后，上期所将针对新规则为会员单位和投资者举办系列培训活动，以帮助市场全面理解和掌握套利规则。
